Report Manager Error in Google Chrome: User 'xxx' does not have required permissions. Verify that sufficient permissions have been granted and Windows User Account Control (UAC) restrictions have been addressed.

Problem:

If you enter http://localhost/reports in Chrome, you may see an error:

Then, you open Chrome as an admin, you still get the same message. Changing UAC does not help in this case. Reason: You have Google Chrome running in the background. Although it appears that you have launched a new instance of Chrome with the admin privileges, the computer still picks up the old one from the cache with less privileges.
